The issue of submission to the civil authorities can be a controversial one among believers. The written Word of God remains our guide even on this topic. Perhaps the most clear of all the Bible has to say on the subject is found in Romans 13:1-7. Though by no means exhaustive, this teaching tries to capture the main principals of this text and apply to living in a fallen world as a follower of Jesus Christ.
